On Aug 18, police arrested a suspect.

Silas Ammaklak, 51, has been charged with second-degree murder.

He was detained in custody.

Police do not believe Ammaklak and Harper knew one another prior to July 12.

Harper’s death is Winnipeg’s 29th homicide of 2020.

Previous Manslaughter Conviction

According to media reports, Ammaklak pleaded guilty to manslaughter in Iqaluit in 2008, for the beating death of his wife, Susan Natar, in 2003.

He was sentenced to 13 years in prison.

It’s not clear when he was released.
